联合海内外优质科研院校资源，围绕高层次人才、产业人才及技术服务人才，开展国际技术经理人培训、模拟上合、研学科普、援外培训等教培服务，推动人才引进、二次研发等配套服务，推动国际科教融合。
Unite the resources of high-quality research institutes at home and abroad, focus on high-level talents, industrial talents and technical service talents to carry out international technical manager training, Model SCO training，scientific study camp, foreign aid training and other education and training services, promote the introduction of talents, secondary research and development and other innovative services, and develop the new mode of cooperation between higher education and international vocational education.
聚焦科技前沿（如人工智能、数字经济）与外交实践（如模拟上合峰会），设计上合组织成员国特色路线，融合实地考察、专家讲座与项目实践，强化跨学科认知。
整合上合组织及英美加澳日港等高校资源，提供从背景提升、院校申请、行前指导到本地服务的全流程支持，匹配科技、经管、医药等优势专业，助力学员精准对接优质教育资源。
联合复旦大学等高校智库，针对企业国际化需求，开设跨文化管理、海外市场拓展、合规经营等课程，搭配海外实地参访与商务对接，赋能企业“走出去”。
输出中国职教标准与课程体系，联合海外院校共建特色专业（如新能源、跨境电商），开展师资培训与学生联合培养，推动产教融合模式国际化。
